Toilet Installation in Brighton
Swapping a tired old loo for a new suite is one of the clearest upgrades a bathroom can get, and toilet installation in Brighton is licensed work every time. We measure the old set-out, connect the new pan to the waste, and lodge whatever paperwork Queensland requires. Faults on an existing loo sit on our toilet repairs page instead.

Choosing a Replacement Toilet Suite
Toilet suites come in three builds: close-coupled, back-to-wall and wall-hung, each named for where the cistern and pan sit relative to each other. Each build suits a different bathroom:
Close-coupled
the cistern sits directly on the back of the pan, with everything visible and easy to reach.
Back-to-wall
the pan sits flush against the wall with the pipe run hidden behind it for a tidier line.
Wall-hung
the pan hangs off a steel carrier frame built into the wall, and the cistern hides in there too, behind a flush plate.
A cistern can also go in on its own, but only when the new one suits the old pan's fixing positions and connections. Otherwise the pan comes out too, and a matched pair goes in.

Pan Outlets and Toilet Set-Out Explained
Set-out is the measured spot where the pan's waste outlet lands, in either the floor or the wall. A new pan connects straight to the existing waste when its outlet matches that spot. The outlet type decides which waste path your place has.
S-trap
the waste leaves through the floor, the usual setup in older postwar houses.
P-trap
the waste travels through the rear wall.
A mismatch is fixable. The plumber either picks a pan whose outlet fits the old position or alters the waste pipe to suit the new one, and the second option adds work to the job.

Toilet Installation and the Form 4
A licensed plumber has to carry out every toilet installation in Queensland, and the paperwork depends on the job's category.
New or relocated toilet
notifiable work in an existing building, so there's no council permit; we send the QBCC a Form 4 within 10 business days of finishing.
Like-for-like swap
minor work a QBCC licensee performs, with no Form 4.
Altering the waste
also notifiable, so it rides on the same Form 4.
The QBCC audits Form 4 lodgements and treats a missing one as an offence, so the paperwork matters as much as the pipework.

Dual Flush, WELS Stars and Rental Limits
A dual flush toilet gives you two volumes, a smaller half flush and a larger full flush, and any new toilet fitted here needs WaterMark certification plus registration under WELS, the water efficiency labelling scheme. The product has to display both the WaterMark trademark and the WELS efficiency label.
The rules split by situation:
New builds
houses, townhouses and sole-occupancy units need a minimum 4-star WELS dual flush toilet. Business Queensland says the rule stops at new builds and skips renovations.
Rentals
before an owner can pass the whole water bill to a renter, the toilet needs a full flush of 6.5 litres or less and a half flush of 3.5 or less. The average is capped at 4 litres, taken as one full flush averaged with four half flushes.
Those rental numbers exist for water billing, not as an order to rip out an older suite.

What Changes the Price of a New Toilet Job
Five things set the price: the suite type, the set-out match, whether the pan keeps its position, access to supply and waste, and the Form 4 fee. Notifiable jobs add that fee, which the licensed contractor pays and can pass on. Your fixed quote confirms the full figure before we start.
Suite type
a close-coupled swap is simpler than converting to a wall-hung setup.
Set-out match
a pan whose outlet sits on the old waste point costs less than one that needs the drain altered.
Position
keeping the loo where it is avoids new supply and waste runs.
Access
tight quarters behind the pan add time to the fit-off.
Form 4 fee
the licensed contractor lodges it, pays the fee and can pass that cost, plus admin, on to the owner.
Brighton's housing shapes those drivers. Most houses went up from the 1950s boom through the 1970s, and plenty still run their original single-flush cisterns, so a modern suite often lands on an old floor outlet. Much of that older stock sits on character streets such as Flinders Parade and Beaconsfield Terrace.
Census figures put the median age here at 42, and the blocks around the health campus on Nineteenth Avenue hold many older residents. For them, a comfort-height pan eases daily use. At the last census 31.7 per cent of dwellings were owned outright, so many of these swaps are owners fixing a bathroom they intend to keep.
A new tap often joins a new toilet on the same visit, and our tap replacement page covers that side. Everything else in that room, from spindles to full tap swaps, is listed under taps and toilets work.

Toilet Suite Questions Answered
Call (07) 3523 6484How much does it cost to put in a new toilet in Brighton?
The two biggest drivers are the suite you pick and whether the pan's outlet sits over the old waste point or the drain has to be moved. Flat-rate pricing applies, and your fixed quote locks in the full figure before work begins.
Can I install a toilet myself in Brighton?
No, fitting a toilet is regulated work reserved for a licensed plumber in Queensland. The only cistern jobs a home owner may do are three soft parts: the drop valve's washer, the float valve's washer, plus the suction cup rubber. The QBCC classes those as unregulated work, and even they have to reach the standard.
Does a new toilet need a Form 4?
Yes, if the loo is being added or shifted within a building that already stands. There's no council permit for it; we send the QBCC a Form 4 inside 10 business days of finishing. A like-for-like swap of an existing toilet counts as minor work, which needs no Form 4.
Does a landlord have to replace an old rental toilet?
No, those flush limits decide whether an owner can bill a renter for the whole water account; they are not an order to replace the toilet. Where a rental fails the test, the owner covers a reasonable amount. Any excess falls to the tenant only where the property has its own meter and the lease says the tenant pays.
Can just the cistern be replaced on a toilet?
Yes, if the replacement cistern matches the old pan's bolt spacing and connections. If it doesn't, both pieces come out and a matched set goes in.
